What is the importance of the skyline to the balance of a photograph?

Well that's pretty damn annoying if the picture is distorted and looks like something from a film by Alfred Hitchcock. And we Libras who like things balanced and may even enjoy a skyline stuck squarely in the middle of a photo, but it is rarely there. A little high in a picture with some interest at the forefront right or a little weak to take advantage of a dramatic sky works best.
